Overview Open & closing dates Opening and closing dates01/11/2021 to 01/19/2021 Service Competitive Pay scale & grade GS 13 Salary $92,143 to $134,798 per year Appointment type Permanent - Multiple Appointment Types Work schedule Full-Time Duties SummarySee below for important information regarding this job.ResponsibilitiesPlease note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.Responsible for analyzing, developing, scheduling, and coordinating IT CP planning, testing, DR projects and resources(con't) including monitoring and evaluating contractors' and/or service providers adherence to cost, schedule, performance criteria, and compliance requirements.Ensures IT CP program complies with Federal, DOD and DLA statutory and regulatory requirements and meets required audit/compliance requirements.Responsible to ensure adequate audit and compliance artifacts are created and maintained as required.Leads validation of continuity controls (NIST Special Publication 800-53 rev 4, Security and Privacy Controls for Federal Information Systems and Organizations, Federal Information System Controls Audit Manual (FISCAM) and the(con't) Risk Management Framework (RMF) Continuity Planning controls) for reaccreditation and for annual reviews.Schedules, plans and oversees annual exercises of multiple ISCP and DR procedures to ensure personnel are properly trained and procedures are effectiveProvides administration/coordination support for the Disaster Recovery Planning Working Group (DRP) the primary processing facility, and the APF.Travel RequiredOccasional travel - You may be expected to travel for this position. Qualifications To qualify for an IT Specialist (PLCYPLN) your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Comprehensive knowledge and skill in applying principles, concepts, methods, standards and practices of IT CP/DR in order to establish, maintain, update and improve IT CP/DR for systems with users both within and outside of DLA.Knowledge of Federal Laws and DoD/DLA regulations, instructions and policies and procedures affecting management and oversight of the IT COOP/DR missionAdvanced knowledge in technical authority for IT CP/DR, is responsible for planning and carrying out the work, resolving most of the conflicts that arise, integrating and coordinating the work of others as necessary and interpreting policy.Develops/coordinates/maintains DR procedures in collaboration with J6 Enterprise Service Areas and consolidates these into the Disaster Recovery Manual (DRM) and /or Information System Contingency Plans (ISCP) as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
