Summary

The Battle Creek VA Medical Center is recruiting for an Executive Secretary. The incumbent serves as an administrative assistant to the Executive Medical Center Director for the Battle Creek VA Medical Center (BCVAMC), which serves over 44,000 Veterans across 23 counties in 5 sites of care across southwest Michigan. The BCVAMC is part of the VA Veterans Integrated Service Network (VISN) 10, and is referral center for the Michigan/Indiana market.

    Office Operations/Oversight- 60%

    The incumbent provides technical and clerical assistance to the Executive Medical Center Director and when necessary, the Associate Medical Center Director, Assistant Director, and other top management staff. Specifically, the incumbent exercises excellent customer service, resourcefulness, initiative, and sound judgment in carrying out the following duties and responsibilities:
    • Ensures practices and procedures used by secretaries in subordinate/administrative offices and throughout BCVAMC are consistent with those of VA national directives and policies.
    • Leads process improvement efforts related to administrative/secretarial processes in the Executive Offices and throughout BCVAMC.
    • Exercises exclusive control over the Medical Center Director's appointments with complete authority for commitments of time.
    • Screens all calls and visitors, answering questions, and completing business involving established policy of routine matters without making referrals to the Medical Center Director, whenever possible.
    • Exercises independent decision-making in routing and assigning actions and suspense dates on all correspondence coming to the Medical Center Director's office on a daily basis.
    • Maintains a log for all action items (reports, responses to VA and outside source correspondence) to monitor the timely completion and submission of responses and reports.
    • Develops and maintains suspense and controlled correspondence systems which are reviewed at least daily to flag pending issues and ensure due dates are met.
    • In the absence of the Secretary to the Associate Director, Secretary to the Chief of Staff, or Secretary to the Associate Director for Patient Care Services, the incumbent assumes the duties of those positions, as well of those of his/her own.
    • Prepares travel orders and makes travel and accommodation reservations as requested by Medical Center Director. Prepares travel vouchers in a timely manner after each trip has been completed and checks to ensure any reimbursement due is received.

      Correspondence/Meeting Preparedness

      • Receives and reviews all correspondence for the Medical Center Director and ensures that complaints and inquiries received from or on behalf of patients are tracked in the Patient Advocate Tracking System Replacement (PATS-R).
      • Replies to mail not requiring the Medical Center Director's attention. Screens all correspondence prepared for the Medical Center Director's signature for clarity, completeness of reply, grammatical, and procedural correctness.
      • In the Medical Center Director's absence, maintains files of correspondence, events, and updates for the Medical Center Director upon his/her return.
      • Establishes in-person meetings at BCVAMC and other sites in VISN 10, and establishes virtual meetings using software platforms such as Microsoft Teams, Zoom for Government, or Cisco Webex. This includes creating agendas, notifying participants, and arranging support items (lunch, tours, special equipment, etc.).
      • Attends, records, and distributes minutes of meetings.
      • Checks to ensure commitments made at these meetings are met and keeps the Medical Center Director informed of the status of each item.
      • Prepares written documents, charts, and graphs. Many of these documents are original forms or reports which require extensive experimentation to determine proper layout and format.
      • Provides clerical support to the Medical Center Director and assists with selected community relations activities. Specifically, incumbent organizes materials for Medical Center Director's use in public speaking, develops background information, and prepares outlines for speeches.

        Work Schedule: Monday thru Friday, 8:00am-4:30pm. Hours may be extended based on the needs of our Medical Center and our Veterans.

        Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.           Qualifications

          To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2023.

          Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.           • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-8 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving in a direct administrative/clerical role; maintenance of appointments and calendars, experience using computer software programs to include word processing, spreadsheet, and presentation software to develop reports; experience reviewing, editing and proof reading policies for content and correct format for accuracy and completeness to ensure compliance with policy.
          • In addition to meeting experience requirements, applicants for this position must show possession of 40 words per minute typing speed. THIS MUST BE DOCUMENTED IN YOUR RESUME.

VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
